THE agency tackling bullying in the workplace is responsible for widespread persecution of its own workers, an independent inquiry has found.
Just under a quarter of WorkCover NSW's 1312 employees told investigators they had been bullied or harassed - with the finger pointed firmly at senior managers.
Reported incidents included sexual harassment, racism, threats and acts of violence and deliberate sabotaging of work.
The PricewaterhouseCoopers report was ordered last year amid claims of a culture of bullying.
