Historical: Government Rejects Major Changes to TAC, WorkCover

The State Government has not accepted proposals under national competition
policy reviews to change Victoria's transport accident and workers
compensation schemes.

The Treasurer, Alan Stockdale, and the Minister for Finance, Roger Hallam, said
they were satisfied both schemes were delivering fair outcomes to Victorian
victims of road and workplace accidents, whilst operating on a sound
commercial basis to ensure the ongoing viability of both schemes.

Mr Stockdale and Mr Hallam today released reviews and Government responses
on the Transport Accident Act 1986 and the Accident Compensation Act 1985,
Accident Compensation (WorkCover Insurance) Act 1993 and Accident
Compensation Regulations 1990.

The reviews, prepared under the national Competition Principles Agreement,
suggested transferring WorkCover's underwriting to the private sector and
separating the Transport Accident Commission's commercial functions from
its regulatory and non-commercial functions.

"The TAC and WorkCover schemes are successful in terms of premium stability,
solvency and achievement of objectives," the Treasurer and Minister said.
"They set national benchmarks in their respective fields, providing high level
assistance and support for people injured on our roads or while at work.
"Both are also renowned for delivering some of the most effective
advertising campaigns in Australia to reduce death and injury in their
respective fields.

"These schemes are dynamic and we support the regular review of operations
and any minor adjustments as necessary but this will not be extended beyond
fine-tuning."Mr Stockdale said TAC's average premiums were among the
lowest in Australia, providing effective compensation to Victoria's road
accident victims.

Of course they will! We all need to act on the stakeholder group and
make sure the submissions sent in are being used in the assessment
of Worksafe Victoria and the Accident Compensation Act.
